Ultimately, the most important element of a hearing conservation program is the prevention of hearing loss itself. Employers should test new employees before any exposure at or above action level to determine a valid baseline audiogram, which subsequent tests can be compared to. After the baseline audiogram has been obtained, employers must provide follow-up audiometric testing annually for each employee whose exposure is at or above the action level.
